You have two options to get the RSS Feed Button:

1. Goto View, Toolbars, Command Bar, the command bar will have the RSS Feed Button you're looking for. If the web page you are currently looking at has an rss feed, clicking on the RSS Feed Button will show the RSS Feed.

2. An alternate method is Goto Main Menu Bar, Tools, Feed Discovery, RSS. If the web page you are currently looking at has an rss feed, clicking on RSS will show the RSS Feed.
