Webanimator Plus 3 will not run

We are trying to run Webanimator Plus 3 on our Windows 7 computer but when we try to run Webanimator it hanks on startup, with error message "can't find CerfSharp.Core.dll or one of it's dependencies". Could you provide any insight??

For Webanimator, this error seems to happen quite often.

In some cases re-installing the redistribute versions of C++ 2010, 2012, 2013, 2015 has solved this problem.
In other cases re-installing the redistribute versions of C++ 2005, 2008 has solved this problem.
It is too bad the proper files are not included with the application, so it installs properly.
