This happens most of the time to protect you. If Windows won't delete a file or folder, that's usually because some application or process is accessing it. If you were to delete a file while it is "in use" (even if you're not using it directly), an application or even Windows itself could crash. Most of the time the best way to deal with a file or folder that won't delete is to re-boot your PC. Then, the first thing you do after boot up is try deleting the file again. It should delete for you.
