Do I need to setup anything or do anything to take advantage of this function?

In Windows XP Enhanced Battery Life function is automatic. It enables you to improve the battery life of your mobile computer by conserving display power in two ways:

1. Lid Power: When the lid of a mobile computer is closed, the display is powered off.
2. LCD Dimming: When a mobile computer is running on battery power, the display is dimmed. Upon reconnection to AC power, the original brightness is restored.
