What is the Web Publishing Wizard and where do I find it? Can I use it to publish a Web site?

The Web Publishing Wizard walks you through publishing your pictures to the Web quickly and easily so you can share them with others. This option is part of the Task Pane View. If you don't see this option (Publish this folder to the Web), you are probably in the Classic Folder View. See "What are Task Panes" for directions to select this option.

As for using this wizard to publish a website, it is designed for pictures only and to publish to certain sites that deal with sharing your pictures or photos over the internet to be viewed in a Web Browser.
