When I first start my PC, it sounds like fans spin all at once and then the system becomes almost silent. Is this normal?

Your PC is probably using temperature-controlled fans. Rather than regular fans that start and spin constantly, some PCs use fans that regulate their speed according to the temperatures monitored within the encloser. When the PC starts all the fans spin up for a few moments, but because the PC is cool, the fans quickly slow (and may even stop). As the air inside the encloser warms up, the cooling fans will begin to work a bit harder, and you may begin to hear the fans again if the PC becomes stressed for a period of time. Usually with processing intensive programs which cause the PC to produce more heat..
